Deal on Rolling Back Citizens United?

Politico is reporting that House Dems have reached a deal with the National Rifle Association on legislation that would force groups and businesses to disclose top donors if they chose to run ads or send out mass mailing in the final months before an election. The legislation is in response to the Supreme Court decision in Citizens United v. the Federal Election Commission in which it struck down key parts of the McCain Feingold Campaign Finance bill.

The new legislation, which could come to the floor as early as this week, had been hung up over NRA objections. The compromise would exempt organizations with more than one million members that are active in all 50 states and raise 15% of their funds or less from corporations. In other words, they’re going to regulate all the little guys, but not the NRA or the biggest players. Seems, er, effective.
