Obama Lays Out Education Priorities

Hidden deep within the stimulus bill was a big pot of money for the Secretary of Education, Arne Duncan, to change education in America: $4.3 billion for "incentive grants" which will be awarded to states on a competitive basis based on the state's ability to do things Duncan and Obama want; and $650 million, which Duncan can award directly to school districts, non-profits or public/private partnerships, for stuff that pleases Obama and Duncan. These pools of money, combined with new requirements that are affixed to about $40 billion in stimulus money to fill state revenue drops, are likely to make Duncan one of the most influential educators of his generation. So what's the plan?

Today Obama laid out the broad sweep of his education ambitions. His speech, which he delivered to the U.S. Hispanic Chamber of Congress, ran nearly five thousand words. After the jump, however, you can read my attempt to edit the speech down to less than 500 words.

[T]he time for finger-pointing is over. The time for holding ourselves accountable is here.  What's required is not simply new investments, but new reforms. It is time to expect more from our students. It is time to start rewarding good teachers and stop making excuses for bad ones. It is time to demand results from government at every level. . . [T]he American Recovery and Reinvestment Act I signed into law invests $5 billion in growing Early Head Start and Head Start, expanding access to quality child care for 150,000 more children from working families, and doing more for children with special needs. . . . [W]e are going to offer 55,000 first-time parents regular visits from trained nurses to help make sure their children are healthy and prepare them for school and life. . . .  We will end what has become a race to the bottom in our schools and instead, spur a race to the top by encouraging better standards and assessments. . . . The solution to low test scores is not lower standards – it's tougher, clearer standards. . . . [T]oday, I am calling on a new generation of Americans to step forward and serve our country in our classrooms. . . . Right now, there are caps on how many charter schools are allowed in some states, no matter how well they are preparing our students . . . . [A]ny expansion of charter schools must not result in the spread of mediocrity, but in the advancement of excellence. That will require states adopting both a rigorous selection and review process to ensure that a charter school's autonomy is coupled with greater accountability . . . Provided this greater accountability, I call on states to reform their charter rules, and lift caps on the number of allowable charter schools, wherever such caps are in place. . . . And to any student who's watching, I say this: don't even think about dropping out of school. As I said a couple of weeks ago, dropping out is quitting on yourself, it's quitting on your country, and it is not an option – not anymore. . . . Never has a college degree been more important. And never has it been more expensive. . . . That is why will simplify federal college assistance forms so it doesn't take a PhD to apply for financial aid. And that is why we are already taking steps to make college or technical training affordable. . . . . The bottom line is that no government policies will make any difference unless we also hold ourselves more accountable as parents. Because government, no matter how wise or efficient, cannot turn off the TV or put away the video games. Teachers, no matter how dedicated or effective, cannot make sure your children leave for school on time and do their homework when they get back at night.

    Looks like Mr. Sherer has received his Republican talking points this morning and is rarin' to go. When do we see the hand wringing about Obama trying to walk and chew gum at the same time?

    The bottom line is that no government policies will make any difference unless we also hold ourselves more accountable as parents. Because government, no matter how wise or efficient, cannot turn off the TV or put away the video games. Teachers, no matter how dedicated or effective, cannot make sure your children leave for school on time and do their homework when they get back at night.

    Perhaps it's just due to the circles I travel but one of the things I find undercommented on is the degree to which Obama's Presidency will help to make education and acheivement 'cool'.

    Is this a topic that's being avoided or am I just limited in my media exposure?

    I'm a proud Obama supporter. I'm pleased with these programs overall. But I'm also on overload. I think I just need a break. Mentally I know we don't have time for a break. The "break" has been the past 30 years of kick-it-down-the-road thinking that's gotten us here. But man, I'm tired. How can I stay jazzed when I know our economy is broken, our healthcare is broken, our basic infrastructure is broken, our current military strategy in a 7-year-war in Afghanistan is broken, and now our education system is broken too. What's working, people?? Robert Gibbs, today please tell me what's working!

      What's working? Non-public education. With non-public education, you can go to the school of your choice (favorite liberal word), and you get what you pay for. More importantly, if the school doesn't work, IT GOES OUT OF BUSINESS. The public high school at the medium-sized city near where I live has a deplorable graduation rate, which means that those parents who can afford to do so take their children out to send them to other schools. But, of course, the failing public school still gets their tax money. So, the poorer a job the public school does, the more money per student it is able to enjoy. Sounds like an incentive to fail to me. And the federal government wants to pour even more money into this black hole? If i'm not satisfied with my local supermarket, I take my money elsewhere. But I can't do that with public schools. Why don't we adopt a system like what the Belgians have? Everyone still pays taxes, but your school taxes go into an account with your child's name on it. If you're happy with your public schoo,l send your child there. But if you aeren't, take YOUR money and spend it where you want. Successful public schools will flourish, unsuccessful ones will either become successful, or close.

    sacoharry - the Obama administration is working 24/7 to solve the problems you mentioned with pragmatic, reality-based approaches. And the GOP is working 24/7 to sabotage to solutions to those problems by lying lying lying.

    Could you explain what leads you to qualify this allocation as "hidden deep"?

    I would imagine in a bill of this size, most everything could be seen as hidden and your word choice suggests something nefarious about the allocation.

    If that wasn't your intent, alternative language would be much better.

    wvng - The liars are pathetic. What's worse is the honest GOPers who simply cannot accept that their policies of the past 30 years have brought us to this point. We now live in a nation where bridges fall and children are trying to learn in schools that are half-condemned. In freaking AMERICA bridges fall! And yet we keep hearing from the Right that the answer is tax cuts. O. M. G.
    I actually like a lot of basic GOP views. I like the idea of self-reliance, of giving people their money and believing they'll do the right thing with it. Trouble is, we've tried it and it just doesn't work well given today's realities.
    Anyway, back to being exhausted.

    wvng, well said. The GOP has now openly admitted to the sabotage part (party first, country second). Now if the media would only shine a bit more light on the lies, we could actually start seeing some progress.

    Michael, do your media colleagues EVER ask themselves if they are helping to undermine public confidence in government and, if so, if they are motivated (a) by concern that the government is doing something terribly wrong or (b) by a desire to be noticed and promoted in a highly competitive, shrinking field? If (a), where were you in 2000-2008? If (b), take a look at the attention --and respect -- Karen Tumulty got for thorough, honest reporting on the health care issue.

    Jeez, michael, "stuff that pleases Obama"?? How is it that when you write about republican "ideas" you use positive framing and language, and when you write about any of Obama's priorities or policy you frame it as if he's doing stuff on a whim to satisfy some ridiculous personal agenda?

    OT, but was shocked at this report from Will Bunch. Chuck Norris wants to start a revolution?

    The call by some right wing leaders for rebellion and for the military to refuse the commander in chief's orders is joined by Chuck Norris who claims that thousands of right wing cell groups have organized and are ready for a second American Revolution. During an appearance on the Glen Beck radio show he promised that if things get any worse from his point of view he may “run for president of Texas.” The martial artist/actor/activist claims that Texas was never formally a part of the United States in the first place and that if rebellion is to come through secession Texas would lead the way.

    Norris really comes close to crossing a line with this:

    Norris claims that; “Thousands of cell groups will be united around the country in solidarity over the concerns for our nation.” The right wing cells will meet during a live telecast, "We Surround Them," on Friday March 13 at 5 p.m.

    He closes with the words of Sam Houston followed by a plug for his next martial arts event.

    joy, David Brook's column today actually, in my opinion, offered a path for the GOP to return to the world of ideas and policy and to play a productive - and conservative - role in seeking a path out of the economic turmoil. I think his economic ideas are probably wrong in the current situation, but they are at least not absurd and they have a place in any debate.

    Rush has a third of the Republican base in his pocket. The country doesn't hold that many hyper-motivated, single-minded angry people with time on their hands, say a couple million at the most, but about half of them will clog a congressperson's switchboard at the drop of a name on the Limbaugh show. That, and the disproportionate amount of money that dittohead types donate, makes them a serious concern for any Republican politico.

    Okay, Chuck Norris gives new meaning to the term "believing the hype." I mean Walker Texas Ranger was cancelled a decade ago. I know they still have reruns on the hallmark channel, but they also rerun the golden girls and you don't see them coming out of retirement to make an azz out of themselves, they are all still alive right?

    Don't be surprised if Chuck Norris "dissappears" for awhile so the Secret Service can have a chat with him. Over on freeper the founder had to put up a post the other day about posters not threatening the President lest he have to give up their IP addresses so they could get a knock on their door by the men in black. I am pretty sure the SS needs to start cracking down on this sh*t before people who jerk off to "Delta Force" everyday start getting some crazy ideas.

    I am looking at the DOW and whaddya know. Citigroup posts good earnings and the market goes up. Who woulda ever thought that stuff like that mattered? I thought the only thing the market responded to was a President who put all his focus on pleasing it and said phuck you to the people suffering everyday with ailments that stem cell research may be able to find a cure for. Now I certainly don't expect the DOW to stay at +300 but I am enjoying just how stupid and foolish a certain wingnut White House correspondent at Time is looking just a day after posting one of the most ignorant and ill informed posts fulling talking points trying to preach on what the market needed.

    The link is up there for you or me to go read the whole speech if you want. Its also good to realize that most of education direction is done at the state and local level. I saw a five point plan of action to work with states to improve the system. It wouldn't matter how many specifics he gave because he doesn't have the authority to implement them other than mostly directing funding. But hey you can complain away as I am sure you will. I think most people will be happy with the goals he put forth.
