Schrodinger's Cheney

According to this extremely confusing NYT article, the White House has backed away from the assertion that he can deny cooperation to the National Archives because of the "Liger Principle" -- the OVP is both executive branch and legislative branch -- but seem to be asserting that he can deny cooperation to the National Archives because he is a part of the executive branch. Whatever, the important thing here is that Cheney can still kill a man -- or a federal agency -- with his mind.

Also, he can fly.
